THE THREAT COMES FORM THE BRINKMANSHIP BEING PLAYED BY THE EMPIRE BECAUSE THEY ARE GOING TO LOSE...BECAUSE THE PEOPLE OF THE WORLD ARE TIRED TO FUC' WITH ALL THE EXPLOITATION.
