Seriously though if it is toddlers then the bully should be scolded and if he/she keeps doing it then maybe a light spanking.  One way or another you have to get it across to them that what they are doing is WRONG.

A toddler isn't developed enough to understand being scolded for bullying, and the toddler will perceive the scolding itself as being bullied because scolding isn't teaching. The solution is to teach children self defense. Children can sort out their own problems. A bully will leave a kid alone who fights back and hurts them. And it will help them to understand bullying as wrong and to stop doing it period.

Bullying is a very real problem. For too many of our precious children.We must step up to teach our children the skills they need to not be the bullied, the bully, or the bystander. Teaching our children about feelings, empathy, and good communication skills will help prevent bullying. Ask your schools to teach feelings, empathy, and communication as well.
In the case of a four year olds, I guess you could use picture books, there are a few you could use :
