Bronx animator and clay doll maker Alba Garcia is pulling out all the stops to make her latest film a reality.

Garcia is working on an animated film based on the children's book "Dangerously Ever After." She says she was inspired by her daughter, who loves the book.

Garcia and her husband, who helps her with set-building, along with other workers, are campaigning for $40,000.

The National Capital Commission is investigating after a close call on the Rideau Canal Skateway on Sunday.

Two women from Toronto were skating on the canal near Dow's Lake when they skated into a snow-covered area and fell partway through a hole in the ice, paramedics said.

   
One of the women fell in up to her waist and her left leg became stuck. Rescue workers arrived and successfully pulled her out of the water.

The women weren't seriously injured and did not need to be taken to hospital, paramedics said.

"It is always advisable to stay on the ice surface where the ice is clear.… Snow always acts as a thermal blanket on the ice, so it may affect not just the surface but the thickness of the ice," said NCC spokesman Jean Wolff later Sunday.

Wolff said it wouldn't be fair to the women to say that they had skated out of bounds because there was no signage telling them not to.

He added that the NCC is reviewing the incident to determine if signage or other safety measures are necessary.

"The NCC will have to review all the facts of the incident with everybody concerned in order to ascertain if there are other measures or things that can be done to avoid any repeat of this type of incident," Wolff said.

The skateway remains open while the NCC investigates.

The Buffalo Bills are convinced Richie Incognito, the player at the heart of the Miami Dolphins bullying scandal, has changed his ways and will be an asset to the team.

Rumours had circulated over the weekend that Incognito would join the Bills, and on Monday the team confirmed he had signed a contract, which ESPN reports is for one year and worth $2.25m.

The guard has been out of the NFL for a year after an investigation found that he and two team-mates – John Jerry and Mike Pouncey – victimised fellow offensive lineman Jonathan Martin, using racial insults and explicit sexual taunts about his family. Incognito was suspended for eight games while Martin is said to have considered taking his own life twice during the campaign of harassment. Martin now plays for the San Francisco 49ers.


“I personally met with Richie, along with Doug Whaley, Rex Ryan and [my wife] Kim regarding an opportunity to earn a spot on the Buffalo Bills roster,” Pegula said in a statement. “Obviously, we all discussed Richie’s past experience in the NCAA and NFL. We are convinced that Richie is prepared to move forward and has and will continue to take the necessary steps to improve himself as a person and a team-mate. Following discussion with the rest of the coaching staff, we as an organization will provide him with the opportunity to do so.”

The Bills will be cautious about how they deal with Martin. The Dolphins came under scrutiny over the bullying scandal, with allegations that someone on the team had told Incognito to “toughen up” Martin. In a perhaps unfortunate use of words last month, new head coach Rex Ryan said the Bills would “build a bully” of a team that will scare opponents. In pure playing terms, Incognito is a good fit for the Bills, whose offensive line struggled last season.

The Martin incident is not the only blot on Incognito’s reputation. He was once voted the NFL’s dirtiest player by fellow members of the league while he was disciplined by the Dolphins in 2012 at a team golf event after a police report said he touched a female volunteer inappropriately before pouring a bottle of water over her face.

(Reuters) - Biting cold and driving snow kept the U.S. Northeast in the grip of another major winter storm on Sunday that made February the snowiest month in Boston's history.

Blizzards forced the cancellation of more than 1,750 U.S. passenger flights, most of them into and out of airports in Boston and New York, where gusts of up to 60 miles per hour (97 kph) were predicted.

The temperature at 1 p.m. in Boston was around 18 degrees Fahrenheit (minus 8 Celsius), but felt like zero (minus 18 Celsius) thanks to wind chill. By Monday morning, it was likely to feel like minus 20 (minus 29 Celsius).

Bruce Sullivan of the National Weather Service (NWS) said temperatures were 25 to 30 degrees below normal.

The storm was a fresh blow for retailers who were looking to the long Presidents’ Day weekend and Valentine’s Day to make up for sub-par sales during the last three lashings of snow.
