He's a human being which means he's offended by many things.  However, he chooses not vocalize his displeasure at being offended.  And that's what it comes down to really.  If a person says they are offended by something (say an utterance of another) then the next point of inquiry is whether there is any merit to it and not that the person should not have said it in the first place.  Because saying it is simply a manifestation of an innate human emotion.  Much like saying "I'm scared" or "I'm especially pleased to hear that". 

But Stephen (despite being a out of the closet homosexual) is a member of the British elite bourgeois and to that class of people nothing can ever be offensive because they are rarely offended by others.  Hence my initial observation that the quote attributed him is quite rich.
