(Reuters) - Democratic Republic of Congo's President Joseph Kabila has accused neighboring Rwanda of backing rebels hostile to his government, saying it was an "open secret" that Kigali was meddling in Congo's volatile eastern borderlands.

Rwanda is under increasing pressure after a United Nations experts' report found it was providing support to the M23 rebels who have fought government soldiers in North Kivu province since April, displacing some 470,000 civilians.

Kigali has repeatedly rejected the allegations and accused the report's authors of failing to verify their information or consult Rwandan authorities.

Kabila commented for the first time on the growing row between the two uneasy neighbors during a rare news conference broadcast on state television on Saturday night.

"As for the involvement of Rwanda...It's an open secret. You know, the whole world knows. There is a report that effectively establishes the presence and active backing from this country to the M23 and to other armed groups," Kabila said.

The president said his government had also requested an explanation from another eastern neighbor, Uganda, of persistent rumors that its soldiers were involved in the fighting.

"The ministry of foreign affairs has specifically asked the Ugandans what is going on and the response is that the Ugandans have nothing to do with it," he said.

SUSPENDED AID

Major donors the United States, Britain, the Netherlands and Germany have all suspended some of their financial aid to Rwanda over its alleged backing of the rebels, who have links to Bosco Ntaganda, a warlord wanted by the International Criminal Court on war crimes charges.

Rwanda is often celebrated for its development gains during its long recovery from a 1994 genocide that killed some 800,000 Tutsis and moderate Hutus.

The country is still heavily dependent upon donor support, and Foreign Minister Louise Mushikiwabo on Saturday blasted the donors' aid cut and called for an end to what she described as a "child-to-parent relationship".

Kabila, who has rarely spoken publicly since a controversial election victory last year, said Congo was continuing to seek diplomatic, political and military solutions to the crisis, which risks dragging the region back into conflict.

As part of efforts to defuse tension between Kinshasa and Kigali, foes during years of conflict in Congo, regional leaders brokered a deal earlier this month for a "neutral force" to be set up to take on Congo-based rebel groups.

No details of the plan have been made public but, in theory, the force would target all rebels, including the anti-Kinshasa M23 insurgents and Rwandan Hutu FDLR fighters Kigali says are a threat.

Kabila echoed earlier calls by his information minister for a new mandate for the country's U.N. peacekeeping mission that would include stamping out the armed groups that have destabilized the east for nearly two decades.

"How will this force be made up? We think we've already got a force in this country, the United Nations. Why can't they be transformed, and then other countries could contribute to put this force in place as quickly as possible?" he said.

The U.N. mission, known as MONUSCO, said on Friday that any decision to change its peacekeeping mandate would have to come from the Security Council.

The U.N. already has more than 17,000 troops in Congo as part of its peacekeeping mission. But the force is stretched thin across a nation the size of Western Europe and struggles to fulfill its mandate of protecting civilians as it is.

U.N. helicopter gunships frequently back up outgunned government forces but even that firepower failed to prevent rebels from taking several towns last week.

Diplomats have expressed doubts over whether a move to bolster MONUSCO would be welcomed by Security Council members.

BARRIE, ONT. - Businessman Mark Porter and his club have been charged $10,000 under the Municipal Bylaw Act for arousing the women of Barrie, Ont.

Last May, Porter, who owns the Mansion Nightclub, hosted a ladies' night event at his club. Now, he's due in court on Friday to refute the two $5,000 fines for having Chippendale-style male dancers perform a two-hour set for about 150 patrons.

“If they had been naked, I would have left,” said Geraldine, a 73-year-old grandmother of seven who asked her last name not be used.

She attended the event with her 74 year-old sister Jackie, her daughter and a few friends last spring.

“No, I didn’t think it was rude,” Geraldine said. “People seemed to be enjoying themselves. I paid a little extra for one of them to dance in front of my sister; she was so embarrassed. We laughed. We’d never done anything like that before. It was a hoot.”

It may well be one of the last events of its kind in Barrie, unless bar owners want to pay $4,000 for a per-event adult entertainment license.

The adult entertainment Class B license “means any premises or part thereof in which entertainment is offered which is designed to arouse or result in an erotic or sexual response or sensation from any person viewing, observing, or otherwise being subjected or exposed to the entertainment,” said Brenda Russell, manager of municipal law enforcement and prosecution.

Porter said he held the event in conjunction with Yuk Yuks comedy club on the night of last year’s federal election, and only pulled in about $1,000 for the entire night’s taking.

“My wife and mother-in-law went,” laughed Porter. “It wasn’t over the top or anything.”

While Russell can’t comment on the particular court case, she said she believes the intent of the municipal act is clear.

“If an act is designed to arouse or the result is arousal, than it’s adult entertainment,” Russell said.

But arousing or not, the bylaw doesn't apply to theatre. For example, Equus, in which Harry Potter star Daniel Radcliffe appears nude, or Take Me Out, a play about a gay baseball player that has a naked shower scene, wouldn’t require special licensing.

Porter’s legal advisor, Randy Porter — no relation to the bar owner — said he believes Barrie’s laws are outdated.

“The entire bylaw the city has created is subjective in my opinion,” he said. “That means the girls at Hooters who might arouse their customers would be affected by it as well. It’s an old bylaw and it should be defunct.”

Geraldine’s daughter, Louise Reid, 46, said they enjoyed last May’s show immensely.

“No one rushed the stage,” Reid quipped, adding, “They’re not male strippers, they don’t take all their clothes off. “They danced to the YMCA song. It was fun.”

A four-day Xbox video game marathon has landed a 15-year-old Ohio boy in hospital after he collapsed from severe dehydration.

The Columbus teen was playing Call of Duty: Modern Warfare 3 and only came out of his bedroom to use the bathroom, take a quick shower and get some snacks, his mother told NBC4.

The boy was taken to hospital in an ambulance Tuesday morning when his mother saw him fall over and noticed his lips turned blue.

His mother said she took away his Xbox.

Last month, an 18-year-old man reportedly collapsed and died after playing the video game Diablo III for 40 hours straight at an Internet cafe in Taiwan.

so last night i watched a documentary that states the Kaaba in Mecca is actually in the centre of the Earth.

While i knew this from before i never really thought it was proven

but apparently NASA has proved that it is in the centre of the earth - according to them the measurements from the north and south pole and some other measurements show and display that the Kaaba is at the centre of the earth.

Interesting!

the aspect ratio they use is b/a = 1,618

After freezing their pay last year, Toronto city councillors are getting a 3 per cent cost-of-living increase retroactive to Jan. 1.

A spokesperson for Mayor Rob Ford said the mayor won’t accept the hike, which would boost his annual pay by $5,033, to $172,803 from $167,770.

The pay for a city councillor rises to $102,608 from $99,620. Some of the 44 councillors are expected to donate their increase but city officials say they don’t yet know how many.

Council adopted a policy in July 2006 to go with annual inflation-based increases, as a way of taking the politics out of setting their pay.

However, after taking office in the wake of the October 2010 election that put tight-fisted Rob Ford in the mayor’s chair, councillors decided to forgo the 2011 cost-of-living increase.
