[/quote]No ...ODA (Overseas Development Agency) was part of Crown Agents which was a UK Government funded programme.
The Canadians then came in and installed a different voltage system for some parts of the country I think.... so some were running on 240 and some on 120 way back then. You're racking my brain to remember all this now... and I can't quite remember and I don't know the present situation.
Anyhow ... the Hydro Electric was a pipe dream since way back in 1980 .......and most likely still is ...
