That's the no. and date of certificate:  1950.  My grandfather's father's name was Ratan as on the certificate and they were the ones who came from India.  My father's mum's birthday was September 17, 1893.

thats a certificate of birth for someone named 'Budhu' - the year of birth is 1873

the 1928 is in reference to the date of the certificate was created

i dont know...it looks confusing to me
