Devil advocate...it is respect, or lack of respect, for the law that is the problem...not the white nor black elected leadership. And Indian/Guyanese elected leadership, you think, will change the behavior of the people?

The problem with the community is that many people don't really care for the quality of life laws...and no elected leadership would condone that.
