I remember that Mr SAankar had huge loans  facilitated by the PNC govt and  he mechanized rice cultivation with planes for spraying etc.
Ht had a  fleet of many small planes and I don't believe that there was an expectation that he would ever pay back those loans . Unfortunately his empire started to crumble when the PPP assumed power in 92 and they aggressively went after those loans .
I believed that it was payback for supporting the PNC
