Convert 74 million U.S to India Rupees.
hint : 1 us$ = 63 rupees
Then estimate how many India Ghettoes could be converted to real Villages with water and toilets.

But you still haven't answer the question of how much percentage of the Indian operating budget the $74 Mil represents.
