President Ghani had hoped to draw into his government were Mullah Zaeef,
the former Taliban ambassador to Pakistan, who has lived relatively openly in Kabul
for some years

What's there to be impressed about? The Taliban are the most backward, most intellectually deficient, most contemptible people on this planet.

The Taliban rejected the offer because the Govt would not create a new portfolio for bombings and Jihad-is and let the Taliban manage it
