Do you think it's unfair that my boss says I can't take any more time off work?

I took a two week vacation in January. I need to take another week off in April to visit family in Canada. My boss said I couldn't take any more time off this year because I've already taken two weeks off. But that's not fair. I will have to wait almost a whole year before I can take time off again. What do you think? I won't get to see my family for another year.
