Uzbekistan Airways to weigh passengers along with baggage
n airline is launching a program to weigh passengers before boarding — and it’s neither (a.) a new means of tacking on fees nor (b.) a trial balloon floated by Ryanair’s iconoclastic CEO nor even (c.) a hoax.
Instead, Uzbekistan Airways, according to a statement quoted by Travel + Leisure magazine and others, says the policy of subjecting passengers to “a special weighing machine†is aimed at remaining in compliance with International Air Transport Association requirements.

Passengers reportedly are to be weighed together with their carry-on items “in order to observe the requirements for ensuring flight safety,†according to the airline’s statement.
“[T]he full confidentiality of results is guaranteed,†the statement vows, according to Travel + Leisure, which asks what, then, the government-owned airline intends to do in the event that a flight’s passenger weight is determined to be excessive.

Well I am not surprised to see a lower tier airline doing something that will cause so much ruckus. They need to make more money somehow. This is how I guess.
