Hours later, officers were seen with their guns pointed at a dark SUV with shattered windows on a residential street. Police confirmed shots were fired and a suspect was "down."



At a news conference earlier Wednesday, San Bernardino police Chief Jarrod Burguan said the attackers carried long guns. "They came prepared to do what they did, as if they were on a mission,"  he told reporters.

He said police don't yet have suspect descriptions or a possible motive.

The attack took place in a conference area where the San Bernardino County department of public health was holding a banquet, said Marybeth Feild, president and CEO of the Inland Regional Center. She said the building houses at least 25 employees as well as a library and conference centre.

No weapons were recovered at the centre, though authorities were investigating unidentified items in the building and have brought in bomb squads, Burguan said at a news conference.

He noted the number of people killed and wounded were preliminary estimates that could change. He said the wounded have significant injuries related to gunshots. Several others sustained minor injuries while fleeing.


The "vast majority" of casualties were in one area of the building, he said.

"This is information that is flowing in as people are talking to witnesses very quickly. Some of this may change. These are fluid situations. Some of the information we put out now may change in the future," Burguan stressed.



The incident began around 11 a.m. PT on Wednesday when they received a call about an "active shooter" at the Inland Regional Center. They said up to three people had entered the building and opened fire on people inside.

The centre is one of 21 state facilities serving people with disabilities.

Burguan said the centre is a "massive facility" that employs "several hundred" people. He said police were still working to clear the building.

Several law enforcement agencies converged on the scene to search for the suspects and triage units were set up in the area.


Some people were seen being wheeled away on gurneys. Others walked quickly from a building with their hands in the air and were searched by officers before being reunited with loved ones.

As the manhunt went on, stores, office buildings and at least one school were locked down in the city of 214,000 people, which is located about 100 kilometres east of Los Angeles.

Agents for the FBI and the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives were dispatched to the scene to assist local law enforcement in the investigation, representatives for the two agencies said.

Terry Petit said his daughter works at the centre, and he got a text from her saying she was hiding in the building after hearing gunshots. Petit choked back tears as he read the texts for reporters. He said she wrote: "People shot. In the office waiting for cops. Pray for us. I am locked in an office."

Marcos Aguilera's wife was in the building when the gunfire erupted. He said a shooter entered the building next to his wife's office and opened fire.

"They locked themselves in her office. They seen bodies on the floor," Aguilera told KABC-TV, adding that his wife was able to get out of the building unharmed.

Authorities also said courts and local city and council buildings in the region were locked down as a precaution.

They asked the public to be "on a heightened sense of alert" and to contact officials with any relevant information.

{USATODAY)This editorial started as an attempt to make some sense of the shooting of 12 people, three fatally, at the Planned Parenthood clinic in Colorado Springs last Friday. But in America these days, you never have to wait very long for the next mass shooting, and sure enough, the terrible event in Colorado was eclipsed just five days later by an even more horrific one on Wednesday in San Bernardino, Calif. As many as three shooters opened fire in a facility for people with developmental disabilities, killing 14 and wounding 17.
Though the number of shooters — including one male and one female who were killed by police — didn't fit the usual pattern, there was otherwise an alarming sameness to the news out of California. People who had survived by hiding under desks and behind locked doors talked about falling back on their “active shooter” training, as if that's the new normal in U.S. workplaces, as typical as coffee breaks and football pools. A law enforcement official said much the same, telling reporters that authorities had activated “the things we train for.” TV coverage showed people streaming out of the Inland Regional Center with their hands up as police made sure none of them was actually one of the shooters — a strange scene Americans have by now watched over and over again.
In countries where shootings like this are rare or non-existent, people rolled their eyes. “Just another day in the United States of America,” intoned Britain’s BBC in its report on San Bernardino. “Another day of gunfire, panic and fear.”
That’s snarky but hard to dispute. There are so many of these to remember. Barely two months ago, a deranged 26-year-old man who owned 14 weapons, all bought legally, shot and killed eight students and a teacher at Umpqua Community College in Roseburg, Ore. In June, a similarly unhinged 21-year-old man used the Glock handgun he had bought with birthday money to shoot nine people at a Bible study meeting in a church basement in Charleston. S.C.
But even by the standards of an American culture where mass shootings threaten to become routine, events like the ones in the past several days still retain the power to shock and anger, and to command the nation’s attention. What they haven’t done is galvanize Americans to find a way to try to make them stop happening, or at least make them less frequent.

Always tell someone how you feel because opportunities are lost in the blink of an eye but regret can last a lifetime.

It's been darkly funny watching people select what to be outraged by in this.

"White males!" Ooops...perp wasn't white.

"Toxic masculinity!" Oops, one of the perps was female.

"It isn't terrorism!" Turns out the perp may be Muslim, and in the wake of events of the last months, that is not an insignificant factor.

"Gun control!" Blacks in the US cause more gun deaths than anyone, but nobody will talk about that.

All in all, horrific event, nothing will get resolved because of it, and things will only get worse.
