Asian power dynamic blows up India’s ‘Act East’
Taking note of expert opinion that the recent Asia tour by President Donald Trump was a “key moment in the decline of the US power” in the Asia-Pacific region, Singapore’s Straits Times predicted last week: “In sum, such middling results from a trip that was supposed to reaffirm US commitment to the region means Asia’s leaders need to reassess Asia-Pacific’s balance of power.”
Surely, this is already becoming evident in the power dynamic in the Far East. The China-South Korea-Japan triangle has become “kinetic”. Both South Korea and Japan are working toward improving their relations with China – each for its own reasons, but the common thread is that Trump’s tour has hastened the process.
Trump failed to convince Asian leaderships that the US is still committed to the Asia-Pacific. His ‘America First’ received a cool reception at the APEC summit. Trump’s decision to skip the East Asia Summit in the Philippines was hugely symbolic of waning US interest regional security. On the other hand, his rejection of globalization and free trade stood out as lack of willingness to play leadership role.
Above all, what he secured in China – more than $250 billion in trade deals – burnished China’s standing and prestige regionally as the principal driver of growth in the world economy.
The South China Morning Post reported today that South Korea is tiptoeing toward an understanding with China over the US deployment of the Terminal High Altitude Area Defence missile system (THAAD). The compromise formula devolves upon Seoul’s “three nos” – South Korea will not consider any additional deployments of the THAAD system; South Korea will not participate in the US’ missile defence system; and the trilateral US-Japan-South Korea military cooperation will not transform as a military alliance.

The South Korean President Moon Jae-in had met Chinese President Xi Jinping in Vietnam on the sidelines of the APEC summit, and is due to visit China next month when the “three nos” will probably get fleshed out. A commentary by Global Times hinted that Beijing also expects Seoul to ensure that the US will not locate “strategic weapons” in bases in South Korea.
South Korea’s left movement, which Moon represents, favors normalization with China. The Chinese trade restrictions (over THAAD issue) hit South Korean business hard and there is pressure from the industry to normalize relations. China is South Korea’s number one trading partner. Besides, South Korean public appreciates that China can help resolve the North Korea problem.
On the contrary, the backlog of history in South Korea’s relations with Imperial Japan is so heavy. Moon’s list of invitees to the state banquet for Trump included a former “comfort woman” – South Korean women who were forced into sex-slavery by Japanese occupation troops. The banquet menu included Dokdo shrimps caught in the waters of the disputed islands between South Korea and Japan. (After Trump’s visit, Tokyo lodged a protest on both counts.)
The Beijing-Seoul détente puts added pressure on Prime Minister Shinzo Abe to seek better relations with China. Beijing is urging Abe to take “practical steps”. A recent commentary in Global Times noted, “Abe’s tone has been quite positive recently, leading to an improved atmosphere.” However, it added,
Abe’s new attitude was not made on a whim. The shift is the result of many external factors. As the Trump administration’s China policy becomes more apparent, Tokyo sees no room to further enhance closer US-Japan relations, while Sino-US are seemingly on the upswing. Japan has also failed in its attempts to rally other Asian countries… to contain China… Japan’s leaders seem to be coming to their senses and realizing their country needs to expand its economic cooperation with China. Abe studiously avoided making any reference to the South China Sea in his speech at the ASEAN summit in Manila. The Chinese analysts see it as a sign that tensions are easing. While wrapping up his trip in Manila, Abe said both China and Japan would move their relations to a new level and high-level visits should be scheduled. Significantly, the groundswell of opinion in Japan also favors improvement in relations with China. Taking a positive view of the meeting between Abe and Xi in Vietnam, The Asahi Shimbun wrote in an editorial,
For Japan, its alliance with the United States and trilateral cooperation with the United States and South Korea are vital for its security interests. But these international security frameworks alone are not enough for ensuring stability in Asia. As two responsible major Asian powers, Japan and China should do more to become closer in both perceptions and actions. They can only help promote regional stability through their steady progress toward that goal.
All in all, the power dynamic in the Far East and the ever closer ASEAN-China relations should be a wake-up call for the Modi government. It is apparent that the mandarins steering the foreign policies have been living in fantasyland. The Asia-Pacific policies pursued since January 2015, fixated on China, are unraveling. The Chinese diplomacy has outmaneuvered our mandarins, who must now be advised to walk into the sunset. They have caused colossal damage to the national interests.
