Having dinner with a friend of North Korean decent. We discussed the scenario of 10% of NK citizens dying in an attack that resulted in NK becoming a democracy. Morally, would this be acceptable?

No. Also, this question is essentially a hate crime against an arbitrary 10% of the North Korean population. It is also politically clueless (hint: Look at all the flourishing democracies which resulted from foreign imposed regime change)
