as in Venezuela the government must seek to introduce the highest technological levels on the day, to industry and all others social sectors...to involve the people in developing ways in which all such activity and introduction of technology can best be managed, how to share out the work, wages and rates of wages... what areas of national development must be highlighted etc., etc., etc.
