we have too much technology for the system to use. that technology in the peoples hands will solve all human material problems and make every body materially secure.
the capitalist do not know what to do with...the technological level humans have achieved. they cannot put it to use fully, consuming it, so that humanity can move on to even greater levels of material advance.
to put modern technology fully to use in a capitalist manner would render most people unemployed defeating the purpsoe of capitalism. so the capitalists hide it away, using some parts they have found profitable..shutting down most of it.
but they cant do so so forever ..and anyway the economy they have must shrink because its a zero sum game..all the money flows in one direction...into their pockets ultimately..and they cannot stimulate economy because with the system in place all the money flows again in one direction and soon you would have to stimulate again
that's the way the system is set up with this debt business. its fully ripe and now the cycles are very quick in duration.
also if they stimulate they would have to build things with modern technology with few or no jobs....so stimulation is not going to restore jobs that must be restored for there to be expansion to meet human need..not enough to make any difference for any length of time.
