It is time to disband the corrupted Delegates system in the region that gives rise to a Board that is rife conflicts of interests. In other words, no one knows who is responsible for anything, or what function. Therefore, an independent forensic audit financially as well as administratively is needed expeditiously upon the expiration of all 2 year terms contracts, or elected tenure.
