most likely because he is innocent and they did not get a chance to kill him to shut him up..and the case closed one time.

this kid was not killed and that seems to be one factor of official incompetence in the matter.

Here are the views of someone who actually knew the younger brother. Unlike people like SCA and Stalin who firmly believe in guilty until proven innocent and think that by saying he will go to hell will make their country safer.
Joker wasn't shooting at the police? I guess the police caught him, placed him in the boat and then came and shot him full of holes and then arrested him, and instead of killng him then, saved his miserable life by taking him to the hospital...at the tax-payers expense.
