Biden, a potential 2016 candidate, gave what one attendee told CNN was an "Elizabeth Warren-type speech" blasting income inequality.
According to others, he said the issue went back before President George W. Bush to "the later years of the Clinton administration."
Biden has been moving to the left as he prepares for a possible primary against former Secretary of State Hillary Clinton, though many Democrats don't think he'd run against her.
Multiple sources described the speech as "populist" and high-energy, according to CNN.
"He said we have some of the most productive workers in the world, but corporations are more concerned about their stockholders than they are about their employees," one attendee said. "He talked about how the fruits of labor go to stockholders, rather than to the people who are producing it. That the people making the money in this country are the corporations."
Another attendee described it as "a stem-winding, almost revival-type speech."
In recent months, the vice president has focused on revving up the liberal base on issues of income inequality. He delivered a lengthy attack on Rep. Paul Ryan's (R-Wis.) budget at George Washington University in late April.
But his rare rebuke of the Clintons' economic policies, which some liberals view as too friendly to Wall Street, indicates how he'd possibly approach a 2016 campaign if he and Clinton square off in a primary.

Justin Bieber has just been sued by a photog who claims Bieber's bodyguard locked him in a Subway restaurant and then injured him the night the singer was busted for DUI.
Manuel Munoz claims in a new lawsuit -- obtained by TMZ -- he was taking pics of Justin as the singer was leaving SET Nightclub in Miami Beach last January ... just minutes before he was popped by cops.
Munoz says Justin's bodyguard was upset about the photos and chased him into a nearby Subway. Munoz says the bodyguard locked the restaurant door and cornered him in the bathroom, demanding that he delete the photos.
Munoz says the bodyguard tried to forcibly remove the memory card and then kicked and punched him. He says the camera was damaged.
