Moses Speak: “Seeking elected office anywhere in the world carries a salary. It could be more or it could be less but nowhere in the world do you see someone walk into an office and not expecting to be remunerated because they still have to live,” he said.

No kidding me...who says that they were not to be paid. Did they not know the salary scale? Who was paying them when they were campaigning?

Jagdeo still avoids declaring wealth

The Opposition Peoples Progressive Party (PPP) has drafted a motion in the National Assembly, looking to have Members of Parliament declare to the public their tax returns to the Guyana Revenue Authority for the past 10 years,

but its leader will be exempt.
The PPP is looking to have the National Assembly resolve to make available to the public their tax returns to the Guyana Revenue Authority for the last 10 years on or before December 31, 2015.
Opposition Leader Bharrat Jagdeo, who has been on the receiving end of public demand in an attempt to have him declare his assets, has however paid no taxes since his salary as President was tax free and he has been earning a pension since demitting office which would account for more than 10 years.
The maneuvre is but one in many employed by the former President to avoid declaring his accumulated wealth during his more than two decades in public office firstly in the Ministry of Finance and as President.
According to the PPP motion, all Members of Parliament are required to file annual income tax returns to the Guyana Revenue Authority in compliance with the Income Tax Act and that Government has publicly declared that it will uphold greater transparency in government and accountability and scrutiny of persons holding public office.
The PPP is also looking to have the House resolve to urge the government to expeditiously table legislation to give effect to the motion.
Just last month, the Opposition leader spelt out some conditions under which he would be willing to declare his wealth.
He had said, however, that he is not prepared to be the only one travelling in the boat of accountability and transparency.
He had declared that he would only make the disclosures if all other politicians in Parliament are prepared to do the same.
On the matter of his wealth and seaside mansion, Jagdeo had claimed that his “affairs is a public book.”
He said that at a meeting with President David Granger, he told the President that based on the fact that there have been lots of charges about people sloshing money abroad, “Why don’t we get all of our Members of Parliament to make public, not just to the Integrity Commission, but to make public their assets held outside of Guyana.”“I am prepared to subject myself to any of these things. In fact I am advocating it; I am not worried about a Christopher Ram and an Anand Goolsarran”.
Jagdeo told the media that he heard members of the new government saying that while it may be relatively easy to ascertain the extent of politicians’ wealth in Guyana, it may be quite a task to track down those assets around the world.
The Opposition Leader said that he is prepared, as well, to work with the government to make it a policy that every Member of Parliament must make public their payment of taxes for the past 10 years.

Billions siphoned off from Transport and Harbours Dept. in 2003-2007


Major discrepancies have been found in a few of the Auditor General’s reports on financial statements of the Transport and Harbours Department over the years 2003-2007. It appears as if billions of dollars have been siphoned off from the revenue of this Department, which falls under the Ministry of Public Infrastructure previously known as the Ministry of Public Works. The money went unaccounted for under the People’s Progressive Party/Civic, while Anthony Xavier was Minister of Public Works.Yesterday, Minister of Public Infrastructure David Patterson, despite being disrupted by Opposition Chief Whip, Gail Teixeira, read excerpts from the reports.He indicated that over the years, the Department’s income was grossly understated and the expenses were inflated.Patterson was then interrupted by the Speaker of the National Assembly, Dr. Barton Scotland who told the Minister that he would not allow the reading of the excerpts, since the document he was reading from was not circulated, neither was it on the Order Paper.Patterson had to momentarily take his seat, but the Clerk of the National Assembly, Sherlock Isaacs, quickly clarified that it was indeed on the Order Paper and was likewise circulated.Given the opportunity to speak again, Patterson indicated that the document he read from was available since 2012 but the PPP/C, “for obvious reasons,” refused to have it laid in the House.In 2003, the amount of $597M was reported as income for the Transport and Harbours Department. However, a review by the Auditor General disclosed an income of $639M – a difference of $43M between the actual income and the stated amount. [/size]

Armed gang of five robs Pouderoyen family

At approximately 2030h yesterday, the police say that five men, one of whom was armed with a handgun and the others with cutlasses entered the home of Andy Sookram, 54 years of 82 Samaroo Dam, Pouderoyen, EBD, and tied up himself and occupants Andrew Sookram, 18 years and Esardai Sookram, 47 years.

The men then took away two generators, a weeding machine, eight gold finger rings, two gas cylinders and four cell phones and escaped.

No arrest was made.



Investigations are in progress.

Long-serving policeman charged with allowing escape of suspected drug trafficker

A police constable, who is about to retire after serving for at least 36 years , was Tuesday arraigned for allegedly allowing a suspected drug trafficker to escape from lawful custody.

Appearing before Chief Magistrate, Ann Mc Lennan, 54-year old Noel Trotman of 162 Anna Catherina, West Coast Demerara was granted GUY$40,000 bail.

He pleaded not guilty to the offence that he allegedly committed on September 17, 2015 at the Mahdia Police Station..

The policeman’s has been ordered to appear in the Mahdia Magistrates’ Court on January 19, 2016.

Particulars of the offence are that, through his negligence and carelessness, he allowed David Peter to escape from his custody.

Peter was charged with trafficking in narcotics.

Trotman, who is a father of five children, was represented by Attorney-at-Law, Adrian Thompson.

The defence lawyer said it was unfortunate that Trotman was charged nearing the end of his police career and asked that reasonable bail be granted because his client is not a flight risk.

Police Prosecutor, Deniro James did not object bail but requested that it be substantial.

Trotman’s accuser charged for posing as lawyer

William Ebi Lockhart, formerly ‘Johnny Welshman’ is once again in the limelight. This time, the man who had accused former Speaker of the National Assembly Raphael Trotman of sexually assaulting him, has found himself on the wrong side of the law, with a mother accusing him of fleecing her of $40,000 by pretending that he was an attorney.

The incident allegedly occurred on October 21, in Georgetown.
Lockhart, 23, of 2519 Layou Street, North Ruimveldt, Georgetown, is being accused of obtaining the money from a woman by falsely pretending to be an attorney at law, knowing same to be false.
According to information presented in court yesterday, the complainant, Alicia Fernandes, had contacted Lockhart for assistance in relation to a child custody matter.
Police Prosecutor, Corporal Shawn Gonsalves told the court that Fernandes claimed that she was having problems with her mother, who has custody of her children. The prosecutor added that the matter had been engaging the attention of the Welfare Department, which had advised Fernandes to seek the help of an attorney.
Fernandes then contacted the defendant and paid him the money to deal with the matter.
However, a few days later, the complainant found out that Lockhart was not whom he claimed to be. She reported the matter to the station and investigations were carried out which led to the arrest of Lockhart.
The defendant pleaded not guilty to the charge after it was read to him by Magistrate Dylon Bess. He was placed on $25,000 bail and instructed to return to court on December 29, for statements in the Georgetown Magistrates’ Courts.
Last year, Lockhart had accused Raphael Trotman, now Minster of Governance of sexually molesting him as a child.
Months after the allegations were made, investigations were completed and a file was sent to the Director of Public Prosecutions (DPP) for advice. However, the DPP had advised the police not to institute charges against Trotman, who was at the time Speaker of the National Assembly.
Trotman had always denied the allegations.
